AI Regulation Fight Splits the Industry in Two Camps



Nvidia chief executive Jensen Huang speaking Tuesday at Dreamforce, the annual Salesforce customer conference, argued that the industry needs no new laws governing artificial intelligence. Mark Zuckerberg landed on the same side of the argument this week. Both were responding to Anthropic chief executive Dario Amodei, who published an essay days earlier calling for the frontier of the technology to be paced deliberately.

For a founder, this is not a philosophy seminar. The people arguing control the models your product runs on, and the outcome determines how fast those models change underneath you.

Who Said What This Week

Amodei published his essay four days ago, arguing that development should be slowed on purpose. AI chip stocks sold off worldwide afterward, though at least one analyst since called the reaction overdone. We covered that first move in our piece on AI regulation pacing.

Huang answered on Tuesday. Zuckerberg made a parallel argument against a coordinated industry slowdown, reported by several outlets the same day. Microsoft chief executive Satya Nadella took a third position on Monday, suggesting safety concerns apply equally to developers in China and are therefore worth coordinating internationally.

The Case Against New Rules

Huang’s reasoning is that models are software running on computers, complicated but ordinary, and therefore controllable with tools that already exist. Safety, in his framing, is a job for engineers rather than for legislators.

He added that market pressure already does the work a statute would. A company that ships something unsafe loses customers, so no company has reason to ship it. Where a product is not ready, he argued, the sensible move is to hold it rather than legislate it.

Critics note the obvious incentive. Nvidia sells the hardware underneath the boom, so friction of any kind is expensive for it. Huang has also pushed open source AI models as a check on proprietary labs, which is a different route to the same goal.

The Case for Pacing the Frontier

The other camp points out that good intentions have not historically prevented bad shipping. The 2024 CrowdStrike outage grounded flights worldwide on a software update from a company nobody accused of malice. Meta itself recently resolved child-safety claims against its social platforms for $18 billion.

The argument is not that companies are reckless. It is that consequence and intent are separate variables, and that a technology deployed this widely deserves a slower release cadence than an app update.

Neither side is proposing nothing. The practical gap is between binding rules and industry self-regulation, and self-regulation currently has the shorter window.

What the Split Costs a Company Built on These Models

Uncertainty about pace is uncertainty about your roadmap. If the no-rules camp wins, model capability keeps moving quickly and your product has to absorb frequent change. If the pacing camp wins, releases slow and any feature you sold on next year’s capability slips with them.

Either outcome is manageable. Being unprepared for both is not, and founders who learned that lesson during the vendor lock in episode earlier this year know the cost of a single-provider dependency.

Moves to Make While the Argument Runs

Write down which model versions your product depends on and what breaks if each one changes. Most teams have never done this, and the exercise takes an afternoon.

Keep a second provider integrated even if you route almost no traffic to it. The cost is a small amount of engineering time and the benefit is that a policy change somewhere else does not become your outage.

Adopt a risk framework rather than inventing one. The federal government publishes the NIST AI Risk Management Framework at no cost, and using it now means you are not scrambling if procurement teams start asking customers for documentation.

Finally, avoid selling capability you do not yet have. Roadmap promises tied to model improvements are the first thing to break when the release schedule shifts.

Watch whether any formal self-regulatory body takes shape. Watch chip stocks, which are currently the market’s rough proxy for how seriously investors take the pacing argument. Watch which labs actually change release timing rather than only commenting on it.
